Mr. Lamin Ceesay hailed from Kaur Touray Kunda, Lower Saloum District, Central River Region. He started his educational career at Kaur Primary School and then Kaur Middle School, before moving to SOS Hermann Gmiener Senior Secondary School where he did his West African Senior Secondary Certificate Examination. Upon completion of his Senior School career, Mr. Ceesay enrolled into Gambia College where he did his Higher Teachers’ Certificate (HTC) programme and completed in 2002. He then served as qualified teacher, teaching at Kwinella Upper Basic School from 2002 to 2005.

Director Ceesay obtained his Bachelor of Science Degree in Biology and Chemistry (double Major) at the University of The Gambia (UTG) in 2010. In 2009, he got appointed as Science and Technology officer at the Ministry of Higher Education, Research, Science and Technology. From there, Mr. Ceesay proceeded to the University of Sussex, United Kingdom (UK) for his master’s degree in public policy in Science, Technology and Innovation (2013) and then Korea Development Institute (KDI) for another master’s degree in development policy, majoring in Sustainable Development and International Relations (2019).

Mr. Ceesay has served in all position under the Directorate of Science Technology and Innovation before being appointed as Director of Planning Budget and Policy Analysis in June 2020. During his career with the Ministry, he has undergone series of trainings and workshops and conferences both national and international and served as focal point for NAM S&T Center from 2013 to 2020 and University of The Gambia Development Project, Construction of Faraba Banta Campus from August 2022 to date.

Some of the institutions he attended trainings with include KISTEP-ISTIC, NAM S&T Center, MASHAV (Israel’s Agency for International Development, GIMPA, UNSECO and ARIPO. Since becoming Director in 2020, Mr. Ceesay has both initiated executed several programmes and activities including sector retreats, capacity building programmes, and led the Ministry’s participation in formulation the of National Development Plan, RF-NDP 2023-2027.

His responsibility also includes the preparation of Ministry’s strategic planning, annual budget and monitors its execution and overseeing the Ministry’s database.
